The "wants care" is the BabyCuddleIntervalMultiplier, and by default the game uses 1. Lowering it makes it happen more often. If you don't want to change the speed of hatching, maturing, or mating, delete the three lines above the BabyCuddleIntervalMultiplier, or set them equal to 1.0.

The wants care option is for imprinting. Imprinting your dino improves their base stats along with a rider bonus for the person who claimed it as a baby. The rider bonus gives up to 30% more damage and damage resistance. So if you get your dino 50% imprinted you will get a 15% bonus. Or if you get 100% imprinted you will get 30%.
