That wobble or slap can really be reduced by tossing a couple bags of sand over the gas tank in a VW bug. Try and tow a front engine car with out the engine with a tow bar and it will do exactly as you described above.

You DO want to make sure you use safety chains and, depending on how far and the roads you are towing on, you may want to use those magnetic tow lights on the rear bumper of the bug.
