Most fighting games these days are good enough to the point where which one is "the best" is strictly personal preference. SF6 is a good choice, I'd also personally recommend Guilty Gear -Strive- and the upcoming Fatal Fury: City of the Wolves.

Still very expensive for a fighting game. I'd say that's probably your best bet for a modern fighting game. For older titles you'll need to do some homeworlk to get half decent but : -Fightcade lets you play older titles with rollback netcode. -Guilty Gear Accent Core Plus R on Steam has rollback built in. The best GG to date and by far.
