Added a "Fully Charged" output to all batteries which outputs 1 power when the battery is 100% charged. Admins can now hold left Alt to use an orbit camera when in third persion view.

Car radios have been introduced in Rust as a new feature! These are tier 1 items and take only 15 seconds and 120 metal frags to craft. Working like the boombox, you can simply deploy it onto the dashboard of your chosen vehicle, adding some tunes to your travels around the island.
