I did not see any personal landings at this access. And I would say since this was a federal park and you pay a fee to enter that you would not be permitted to access the land via water.

Admission to Fort Moultrie was $3.00 per person when we were there in early October. They also accept the senior's National Park Pass which provides free admission. If you check their web site, it will list many days during the year that have free admission for everyone. Parking is free every day at the park visitors center located directly across the street from the entrance to the fort. If you go, save some time to explore Sullivan's Island which has many beautiful free beaches to enjoy.

If you are taking your own boat then it shouldn't be a problem, the issue you may have is if you take the harbor boat over. It is more thane a 2 hour boat ride round trip and even though the dog would be allowed on the fort it may not be allowed on the boat. They may make exceptions if it is a small dog in a carrier.
