I suspect that you will need permission and permits, especially if you are planning to charge participants. On your own should be ok, but things are tightly controlled in this Country.

Not sure what you mean by disability transport, but if you mean wheelchair accessibility, yes, Gardens by the Bay, including all public transport (such as the train) are wheelchair friendly.
